香港即將通過的《逃犯條例》(送中條例)在上週末,引發超過103萬香港人民上街抗議,並喚起國際社會廣泛關注。未來該條例若通過,香港政府得以依照中國政府的要求,將居住、入境或過境香港之台灣人、香港人及各國籍人民,移交中國審訊。

然而,連日以來,面對香港主流民意的強力抗爭,香港警方卻以嚴重不符比例原則的暴力手段,鎮壓手無寸鐵的香港民眾。除了施放胡椒噴霧、催淚瓦斯之外,港警甚至出動橡膠子彈與布袋彈,近距離朝抗爭民眾頭部開槍。

日前,香港警方大規模搜索路過民眾、逮捕網上論壇版主,甚至到大學宿舍、醫院抓捕抗爭者,並對之恫嚇,其行徑令人擔憂香港儼然進入準戒嚴狀態。香港特區政府特首林鄭月娥,更將人民的和平示威定性為暴動,企圖製造武力鎮壓之藉口。

台灣作為民主島國,許多在台港人與台灣民眾,共同關心且憂慮香港的民主與法治持續受到中國的鯨吞蠶食,除了聲援香港人為民主、人權的抗爭,我們更也意識到台灣同樣作為面對中國威權擴張的第一道防線,台灣與香港享有共同的命運連帶。

我們知道,我們曉得,更在乎香港人民正在遭遇的打壓,也要呼籲台灣人民,在面對中國的反民主威權擴張,今天的香港正是今天的台灣。而台灣能夠在區域中,扮演更鮮明的捍衛民主、自由和人權的關鍵角色。

經歷港府的暴力血腥鎮壓,香港的民間人權陣線與眾多公民團體無畏打壓,決定在6月16日(本週日)再發起遊行,並於下週展開三罷(罷工、罷課及罷市)行動,向港府與北京進行最強力的抗爭。

6月16日(日),身在台灣的香港人,與關心香港和台灣前途的台灣朋友們,共同號召全台各地的朋友,無論你/妳來自哪裡,一起站出來齊撐香港,譴責港府,並守護台灣。

【活動訴求】

對於香港政府:

一、 我們譴責港府暴力鎮壓和平抗爭,並追究警方責任。
二、 我們要求港府撤回《逃犯條例》。
三、 我們要求港府釋放被逮捕的抗爭者、停止司法追訴。

對於台灣政府:

一、 我們要求國會應發表「反送中」聲明,反對將台灣人移交中國。
二、 我們呼籲政府與國會應設立庇護港澳政治難民之具體配套。
三、 我們呼籲政府與國會,針對香港公務員、警察及「中資具重大影響力」之港資來台進行嚴格管制。
四、 我們呼籲台灣與各國政府共同檢視香港民主、人權、法治狀況,阻止中國傷害香港。

同時,我們也呼籲各政黨及總統參選人:

一、 明確承諾拒絕一中和平協議。
二、 各政黨及總統參選人應於面對中國政府之場合提出「人權訴求」並「反對送中條例」。

Support Hong Kong, Oppose Extradition To China – “I am in Taiwan, and I oppose changes to the Fugitive Offenders Ordinance
No Extradition to China! Taiwan stands with Hong Kong!

The “Fugitive Offenders Ordinance” under deliberation in Hong Kong triggered more than 1.03 million Hong Kong people to protest on the streets over the weekend, and raised widespread concern from the international community. If the Ordinance is passed, the Hong Kong Government will be able to transfer Taiwanese, Hong Kong people and people of all nationalities living, entering or transiting through Hong Kong to China for trial at the request of the Chinese government.

However, in the past few days, in the face of strong resistance from the public in Hong Kong, the Hong Kong police have used disproportionately violent means to suppress the unarmed Hong Kong demonstrators. In addition to the use of pepper spray and tear gas, the Hong Kong police even dispatched rubber bullets and pea-bag shots to shoot at close range.

A few days ago, the Hong Kong police conducted large-scale searches of the public, arrested online forum moderators, and even went to university dorms and hospitals to arrest and harass protesters. Their actions created worries that Hong Kong had devolved into a state of quasi-martial law. The Chief Executive of the Hong Kong Special Administrative Region Government, Carrie Lam, further characterized the people’s peaceful demonstrations as riots in an attempt to create an excuse for the use of force.

As a democratic island nation, many Taiwanese and Hong Kong residents in Taiwan are deeply concerned that Hong Kong’s democracy and the rule of law continue to be eroded by the CCP’s aggressive expansionism. In addition to supporting Hong Kong people’s struggle for democracy and human rights, we also realize that Taiwan is also facing similar issues. As the first line of defense against China’s authoritarian expansion, Taiwan and Hong Kong share a common destiny.

Taiwanese politician Han Kuo-yu has said he “doesn’t know and doesn’t understand” what is happening in Hong Kong. But we know, we understand and we truly care about the suppression that the people of Hong Kong are experiencing, and we also appeal to the people of Taiwan to challenge the expansion of China’s anti-democratic authoritarianism. Today’s Hong Kong is today’s Taiwan. And Taiwan can play a more prominent role in defending democracy, freedom and human rights in the region.

After experiencing the violent and bloody suppression by the Hong Kong government, Hong Kong’s civic and human rights activists and many citizen groups are under intense pressure. They decided to launch a demonstration on June 16 (this Sunday) and start three strikes (general work strike, education/school strike and business strike) next week, in order to resist the Hong Kong and Beijing governments as strongly as possible.

On June 16th, Hong Kong people in Taiwan and their Taiwanese friends who care about the future of Hong Kong and Taiwan jointly call on friends from all over Taiwan to stand up, support the people of Hong Kong and oppose the (Beijing-influenced) government of Hong Kong.

Our mission statement

For the Hong Kong government:

1. We condemn the violent suppression of peaceful protests by the Hong Kong Government and hold the police accountable.
2. We ask the Hong Kong Government to withdraw the Fugitive Offenders Ordinance (the China extradition law).
3. We ask the Hong Kong Government to release the arrested protesters and stop judicial prosecution.

For the Taiwan government:

1. We ask Congress to issue an “oppose extradition to China” statement against the transfer of Taiwanese to China.
2. We call on the government and the Legislature to set up specific asylum channels for sheltering Hong Kong and Macao political refugees.
3. We call on the Government and the National Assembly to counter Hong Kong civil servants, the police and Hong Kong capital with “significant influence from Chinese capital instruments” and to strongly monitor and counter such influence in Taiwan.
4. We call on Taiwan and governments to jointly examine the status of democracy, human rights and the rule of law in Hong Kong and prevent China from harming Hong Kong.

At the same time, we also appeal to political parties and presidential candidates:

1.. We ask for a clear commitment to reject any “One China” peace agreement.

2. Political parties and presidential candidates should confront the Chinese government by raising human rights appeals and opposing the China extradition law.
